Is not upto 2.7V something wrong?

Why do you expect 2.7V?
You must get PPBUS_G3H there; is PPVIN power rail, not 2V7 output!
Try a bypass 43/44...

These voltages are not still available

As you have a bad connection for pins 43 & 44, check continuity left/right for all J9600 lines.
