Check for short there.
If short, or low value, remove C7077 and check again; if still short, bad U7000.
If all OK, replace R7075 and test the board.

I replaced R7075 and is TBA_VDDP 5v but still won't turn on
3V3_S5 and SMC_PM_G2_EN not pulse, only 0v.

Then SMC doesn't talk with U7000 at all.

Check output voltages for U7800 (7 OF 10) block.
Also check PP3V0_G3H.
