820-00928 A1707 2017 board with 20A but 0A

I have a 820-00281 board that came in with liquid damage and completely unresponsive. After removing a capacitor that had shorted PPBUS_HS_CPU to ground and replacing all four CD3215, I now get 20V on USB-C but 0A.
PPBUS_G3H: 12.6V
PP3V3_G3H: 3.3V
PP3V3_PMICLDO = 3.3V
PP1V25_PMICVREF = 1.24V
PP3V0_G3H = 3V
SMC_ONOFF_L: 3.4V
SMC_PM_G2_EN: 3.4V
PP3V3_S5: 3.3V
PM_SLP_S4_L: 0V
PP3V3_S4: 0V

Where do I look next?

Trigger SMC_ONOFF_L and check for drop pulse at PM_PWRBTN_L.

PM_PWRBTN_L drops to 0V when I trigger SMC_ONOFF_L.

Check for pulse at PM_SLP_S4_L, at same time.

PM_SLP_S4_L is 0V and does not change when I connect SMC_ONOFF_L to ground.

Looks like PCH issue.
Check if PM_RSMRST_L stays high.

PM_RSMRST_L is 0V and never goes high.

It is generated from 3V3_SUS (through R7810) and controlled by U7800.
