I found the issue! It was a broken trace on PP1V8_SUS. I ran a wire to reconnect that and now everything seems to be working like it should. I will have to do some more testing though to make sure its 100% functional, but thanks for the help.

I ran the wire from pin 1 of L1602, which is no stuff, to pin 1 of C8026. After a few hours of testing, all seem to working correctly now.

1V8_SUS trace was probably broken somewhere near the PCH.
