Uknown history looks like someone cleaned the board ultrasonically
No visible corrosion

Takes 5V and 0.08A looping to 0.00A every ~5 seconds

PP3V3_G3H_RTC - 3.3V
PPBUS_G3H - 12.3V

PP3V3_UPC_XB_LDO - 3.3V
PP1V1_UPC_XB_LDO_BMC - 0V -- EDIT: Available if i power from this port
PP1V8_UPC_XB_LDOD - 1.8V
PP1V8_UPC_XB_LDOA - 1.8V

PP3V3_UPC_XA_LDO - 3.3V
PP1V1_UPC_XA_LDO_BMC - 1.1V -- EDIT: 0V if powered from the other port
PP1V8_UPC_XA_LDOD - 1.8V
PP1V8_UOC_XA_LDOA - 1.8V

Should i replace U3200 due to missing 1.1V LDO or it can be something else?

1V1 LDO only appears on powered port.

Both USB-C ports have the same (pulsing) behaviour?
In such case, should be something else on the board.
Check for short on all secondary power supplies.
Looks like the board tries to starrt, but SMC stops it.
Try strating in SMC bypass mode.

What happens if battery and charger are both connected?

Both USB ports have the same pulsing behavior on the amps usage.
I couldn't find short on any big caps or coils.
Is there an SMC on this one? It's a T2 model.
If the battery and the charger are both connected one port goes to 0.09A the other to 0.07A and they do not cycle.

Does the board try to start in this case (pressing power button)?
USB meter still stuck in 5V?

Do you get all SLPS2R and AWAKE voltages (on charger alone)?

The USB is still stuck at 5V
The board doesn't start.

Connecting to another MacBook to try and do DFU reset gives "Cannot use thunderbolt Accessory"

Be sure to use same macOS as in T2 machine.
Read all the info about DFU.
Many people complained about entering to DFU...

I haven't had any luck with DFU yet, nor I know what OS is on the T2 machine as I bought it as is.
Any other suggestions?

Edit:
I forgot to add, sometimes (1 out of 7-8 connections) it will go to 19-20V with 0.08A

T2 machine should have Catalina, or Big Sur installed.
But someone reported a Mac Mini from 2020 which came with Mojave from Apple.
Try all options...
