The Standby Voltage of T2 Chip

I've all these voltages present, and the system is not coming up. IR camera indicates that T2 and NAND are awake, but the processor is not.
Did both Revive and Restore with AC2
It returns the error code 4013

Check for liquid sign on audio board/flex and connectors.
