820-01598 20v bounce .09A not starting up

[KC Micro Tronix]

I am a total newb on these LB's

PP1V2 s3 never happens
PP3v3 G3H good STAYS ON
PP5V_GS3 good but turns on and off with the bounce.

PP1V8 S5 and PP3V3 S5 good
PP2V5 NAND is solid
PMU CLK's are good

Not sure where to start with this thing.
I can't find any shorts. Thermal is good. Only warmth is the NAND but it appears normal

Check diode mode to ground on all big coils and outputs in page 74 too.
