Board came in with no power, every port acting same 20v 0.045-0.063a. Dfu didnt work. and nothing is not heating and no sign of burnt or h20

Check diode mode to ground on all big coils; compare with good board, if possible.

Are you using original 96/140W charger?
Tried DFU with both charger and battery connected?
