820-01700 boosts to 20V after repair but wont boot

[No-Clean]

Clean board had both U2890 and UB090 bad, also short on U2800 as well as U3200 and U3100, total mess, came in with 5V, now it makes it to 20V but wont charge or restore.
All Awake and SLPS2R signals present, following boot sequence it makes it all the way to PMU_COLD_RESET_L and missing voltages start at PMU_PVDDMAIN_EN

Test if boots with a battery holding some charge.

No power with charged battery, stays at 20V 0A

Switch to 20V without battery connected?
Tested with original 96/140W charger?
