820-01700 Wont charge 5V 0.280A without battery 20V with battery.

Ok now I do have 20V in all ports without battery connected, I do have usb voltage and activity on left side, however on right side only UB300 has voltage and no activity, UB400 has none, I have already replaced UB000, UB090 with correct firmware, UB700, QB701, U8285, YB200, DB503 and both UB300/400 but same thing, no charge yet and USB problems with UB400, I have invested so much time on this board that I would hate to give up, customer is willing to wait so any additional help will be greatly appreciated.

Do you get LB700 voltage when insert an USB device on any right port?

Compare diode mode readings between left/right ports.
