i have an 820-01814 which has water damage at the speaker right AMP area. that was cleared but one of the amp u6500 was roasted and cannot be fix, pads on the chip are gone(this can't be replaced right?). i have not replaced it and left it off the board

right now board takes 20V 20ma and does not boot. when going from 5v to 20v, it draws to about 200ma before dropping to 20ma
This is my first T2 board and have no experience or know about the boot progression process.

i have
ppbus_g3h 12.6v
PP5_G3s 5V
PP3V3_G3h 3.3 Volt
PP3V3_G3H_RTC_X 3.3 Volt
PP3V3_S5 0 Volt

where is pp3v3_s5 generated? i don't see this in the schematic (using 01041 btw) and how do i troubleshoot this

when u say data lines from audio connector i presume these?
in diode mode
I2S_SPKRAP_R_LRCLK_R 0.4
I2S_SPKRAP_R_R2D 0.4
I2S_SPKRAP_R_BCLK 0.4

i2c lines are all 0.4 on left and right

Sorry, I was thinking to Air board, with separate audio board.

In your case, T2 has direct connection with audio amps.
You should check diode mode on data lines between U6500 and T2.
Like SPKRAMP_RESET_L, SPKRAMP_INT_L, etc.

Most likely T2 is damaged, because U6500 is powered on from PPBUS_G3H.

and i can confirm your statement SPKRAMP_RESET_L is shorted to ground and T2 is glowing like a firefly in the dark
