820-01958 not working with charger.

this board has me vexed. i've reprogrammed u3060 and changed both u3200 and u3100. i've also used several usb-c jacks. it basically gets to 5v 0.215a and then it loops. I can get it boot all the way with a charged battery. can't get it into dfu at all

USB-C meter restarts?
Still shows 5V with battery connected?

Check for voltage pulse and diode mode on all big coils.
PPBUS_G3H and 3V3_G3H_RTC stable?

Wait, you can even load macOS with charged battery?
Can you get access to any USB device then (mouse, pendrive, HDMI)?
Check if any error pops up starting in diagnostic mode.

UPC_I2C_INT_L goes high?
Be sure R5200/01 are good.
 
upc_i2c_int_l is 1.776v i2c_upc_sda and i2c_upc_scl are both 1.8v but the amp meter cycles repeatedly so all voltages will come and go until it boots from the battery then the amp meter stays. i was able to load a clean copy of the OS with a fully charged battery. the amp meter reads 5v 0.215a . no issues found in diagnostic mode

Check diode mode to ground at J3300 pins.

macOS running on battery, detects an USB mouse, or pendrive?
Also test for external video.

Machine should be at least detected into DFU mode also.
