820-01987 A2289 stuck at 5V

This seemingly undamaged 820-01987 board is stuck at 5.1V at the USB-C ports, drawing 0.4A. It turns off after about 10s, then on again, cycling like that.

PP3V3_G3H = 3.25V
PP3V3_G3H_RTC = 3.3V
PPBUS_G3H = 12.3V

PP1V2_AWAKE = 1.2V
PP1V8_AWAKE = 1.8V
PP3V3_AWAKE = 3.3V
PP1V1_SLPS2R = 1.1V
PP0V8_SLPS2R = 0.8V
PP1V25_SLPS2R_SMC_AVREF = 1.25V

I can't seem to get the machine into DFU mode. I tried the keyboard method as well as connecting the pads on SE032.

The only thing I noticed is that when I try DFU mode, the cycling on the USB port stops and the unit draws a steady 0.2A. It looks like it's trying to enter DFU mode but the second computer does not detect it.

Yeah, unfortunately I did. I can get a known-good board into DFU mode no problem. I guess it's time to give up on this one?
