820-02020 a2338 5.18v 1.38a no power

water damage tried clean components affected. no serious corossion.
PPBUS_AON 12.31v stable
replaced U5200 no changes
MASTER PMU LDO and BUCKS seems normal compared to working board.
noticed that PP3V8_AON resistance is low compared to working board which is 0.352ohms
PP3V8_AON .05V 0.179ohms
any thing to do next?

Low resistance on 3V8_AON can be caused by accumulated crap under BGA cips powered from it.
Can also be some filter cap corroded.
