820-02098 does not boot, Keeps restarting

Hello. I have a 820-02098 that is not liquid damaged but would not boot to OS. When you connect the charger to it, it shows the apple logo for a few seconds, with no loading bar, and then it shuts down and does the same thing again in a loop. All ports show the same behavior. I tried DFU mode and kept getting errors, so it never completed. While checking the SSD area I found RN410 was out of spec, so I replaced it with the correct resistor and then tried DFU restore again and this time the DFU completed successfully and the board booted to the OS and I was able to setup it up and create an account and everything was working great. I shut it down and then came back to it like two days later and now, its doing the same thing again. Boots to apple logo for a few seconds and then restarts. This time though only 3 of the 4 ports do that. The JF601 port will show 20v up to 250ma the first time it is connected, but then it reboots and shows 5v 250ma, then drops to 5v 30ma and then goes to 20v 20ma and just sits there like that until its unplugged and plugged back in. I have checked everything I can for that CD3217 circuit and cannot find anything wrong. I replaced UF500, UF950 and UF100, but still have the same symptoms. Any idea what could be causing this issue?
 
I Just tried and it would not go into DFU using the keyboard like it did before. I had to bridge SOC_FORCE_DFU to PP1V2_S2 and that got it into DFU. DFU restore fails however with error 9. I tried multiple cables and still get the same error. It seems to be restarting it self during the restore. During the restore, it shows the Apple logo and an empty progress bar but then the whole computer reboots and then I get the Error 9 shortly after that.
