820-07100 stucked on 5v-0.10 amp

It came with 5v earlier and I discovered that u3200 has a low resistance on PP3v3_UPC_XB_LDO. I replace u3200 and it worked 20v. So the system was retuned today with 5v again. But the s5 rails are missing

No short on nand voltages

Reflow, or change U3200.
Possibly bad solders...

I have replace with another one from same position in a good donor board

96W charger for sure?
