Did you press power button?
This board doesn't start by itself; is an old C2D, not iCore.
Trigger SMC_ONOFF_L and check for drop pulse at PM_PWRBTN_L.

Thank you and hello.
I don't have any history of the board i found a few of these a1278 model boards only and am trying to go through them and see if i can fix it(fan spin).
(I am trying to learn)
I have not tried the power button I did not know it was necessary to turn on thank you for that explanation.
L7770 gives me 1.06v on both sides
I do not know how to Trigger SMC_ONOFF_L and check for drop pulse at PM_PWRBTN_L. Does this mean press the power button then test?

I hope this "How to" collection will help our members. I will possibly modify this post in time, if updates available. Trigger SMC_ONOFF_L (PMU_ONOFF_L): It reffers to simulate power button function, when the keyboard is not connected. We need to do this when we work with the board...

The fan spin turns on when I press the wire to ground and goes above 1 amp for that moment. Is it normal for it to turn off after? Also I do not know how to check for drop pulse. The schematic shows the PM_PWRBTN_L is inside U1400 and U4900.

I hope you didn't maintain the short over R5015/16 pads.
Make just temporary contact, like pressing power button.

Nope I just made temporary click but i thought it would stay on. PM_SLP_S4_L has 3.3V when making contact.

Once remove the short, PM_SLP_S4_L stays high?
Also check PM_SLP_S3_L.
If yes, you should get voltage on big coils.
