I do not know how to Trigger SMC_ONOFF_L and check for drop pulse at PM_PWRBTN_L. Does this mean press the power button then test?

The fan spin turns on when I press the wire to ground and goes above 1 amp for that moment. Is it normal for it to turn off after? Also I do not know how to check for drop pulse. The schematic shows the PM_PWRBTN_L is inside U1400 and U4900.

Make just temporary contact, like pressing power button.
