820 2530 no power

I have voltage on G3H rails, and s5 rails. All s3 rails are missing. I get 0v @ gate of q7813 for PM_SLP_S4_L, line is not shorted. MCP issue possibly, am I over looking something here....

These do not auto power on. Did you short the power button pads to turn it on? History on this board?
