820-2784 first LED on but turns off when power button is pressed

Clean board, first LED is on, but when I short J5010:1 to ground first LED turns off, already checked for shorts but no luck.

12V_S5 disappers?
Change U7700, just in case; it fails a lot.

12V_S5 stays high even when first LED turns off after power on.
