820-2838 no wifi

Hi, got an 820-2838 board with no Wifi. The wifi says is active but wont detect any networks.

Tried:
working airport card and antenna
SMC and NVRAM reset
replaced U4002

U4002 Values:

Any history available?

Signals look good with card connected.

Just in case, test with another macOS installation.
Don't you have bootable USB?
