820-2879 missing s3 rails

S3 rails are missing i get s5 state and green light. q7221 pin 2 gets 3.3 volts which should be 5v? pin 6 gets no voltage output also pin 3 only gets .7 volts when it should be 3.3 volts.

On these boards, i start by lightly heating the MCP. If it comes back to life then its time to trash the board.

Never seen MCP react to heat besides on the MCP79U Air garbage.

These don't auto power on so short the power pads on the board. Also check resistance to GND on PP3V42.
