820-2914 with fan spinning but no image on screen or external monitor

hello im currently working on a MacBook 820-2914 that shows green light on MagSafe but no display. It shoes't show a image on the screen or external monitor. Is this a gpu issue? From what I can see, it looks like the bios chip has been swapped or resolder. can this cause such problem?
