pin 17: 1,7 -1.9 Volt no fixed
pin 19: 5 Volt
pin 20: 5 Volt
pin 23: 1,7 -1.9 Volt no fixed
pin 26: 1,7 -1.9 Volt no fixed
pin 27: 1,7 -1.9 Volt no fixed

Please, post useful information.
Q7080 may be bad, but need to know pin 1/U7000 voltage, to make an idea.

BTW, 3V42_G3H seems to be good.

Do you mean PPBUS_G3H instead?

Remove F7040/41 and check C7040 voltage.
c7040 : 1 Volt

i changed q7080
