Be sure to get 25MHz at pin 9 of U2800.
Also check if PLT_RESET_L and PLT_RST_BUF_L are both high.
If all OK, then is probably bad CPU, less probably PCH issue.
As nothing to lose, put quality flux and reflow CPU and PCH in the end...
