820-2936 enters S0 state, but has low voltages on VCore rails

This board is in an S0 state, but PPVCORE_S0_CPU is at .77v and PPVCORE_S0_AXG is at .45v. Shorts to ground on both of them. The other VCore rails are at their proper voltages. No obvious signs of liquid damage anywhere on the board. Because there are two separate VCore rails shorted to ground, my gut tells me the CPU is fried. But I'm a bit of a newbie, so I could easily be missing something obvious.

You can try the BIOS but that is last ditch effort. Make sure to keep a backup! Also check for a beep without RAM, speaker in the case must be connected.
