820-2936 no boot no chime

the only thing i can see is ppvrtc_g3h has 3.3v instead of 3v? is this normal or did apple lie to us?

12.6v on ppbus_g3h
green light is present.
there is some sign of water damage- board seems to be washed previous.
5v on L7260
1.05v on R1300 & R1302

no known history,

ppvrtc on 3.3v

im suspecting the u2800

Sorry my mistake, i meant R1800 to R1803...

If there is 5V on L7260 it is powering on even 1.05V is present on R1300. Check if ALL_SYS is present, if not you'll have to find the missing power rail.
