820-3115-B fan spins for a split second then nothing

This board has been in with me before. I've replaced a few bits on the charging circuitry including the U1700. Also had a lot of corrosion from water damage on the underside of the board and I had to make a couple of jumpers on PP3V42_G3H at C4903, C4908 and C4902.

It has been running fine for a few weeks apparently but now it won't turn on - the fan spins for a split second and then straight off. If I have the charger plugged in it will attempt to turn on every ~5 seconds.

I'm getting green and orange lights.

Any suggestions as to where to start would be greatly appreciated.

Is CPU Vcore coming high when the fan pulses? S0 should be fine as ALL_SYS_PWRGD is needed for the fan to even come on.
 
When you say CPU Vcore, are you referring to PPVCORE_S0_CPU? It goes up to about 0.2v on C1600 when the fan spins if that's what you mean. I'm using a Fluke 15B+ to measure that.

That is all fine. This could be pretty much anything. The usual suspects on these boards are crap under the SMC, dead clock chip, R7402/03.
