5V is a really bad value there; did you check at C7340?

What about L7630, L7760/70 and other power rails?

L7630 1 volts then 0 volt
L7760 1.8 volts then 0 vols
L7770 1.5 volt then 0 volts

I noticed that the bios IC is heated. I tried to write new bios but I couldn't. I inserted another integrated and the device turned on. but it stays at 0.89 amps
