820-3115 cpu gets hot no chime

820-3115 was not turning on, the owner used a faulty charger. I replaced DC-in board because and now it turn on but doesn't chime. eps id

CPU gets hot
usb has 5v
it beeps if ram are not present

Could be a corrupter bios or a faulty SMC damaged from faulty charger?

BIOS is a good suspect to start, but damaged CPU is also possible. Swap BIOS for testing then ME region needs to be fixed.
