820-3115 dim green light no fan spin

i bought this Mac on eBay so I can learn how to fix macs. Issue is with the charger I have a faint green light and no fan spin. I ended up replacing U7000 do to having a short. Once I replaced the Ic I was able to get proper voltage.

As as of now I have the following:

U6901: 3.42vdc pin5
U6900: 3.42vdc pin1
3.42vdc pin 5
3.41vdc pin 4

at this point I have no clue where to go next. Thanks in advance.

PPBUS_G3H present and what is the exact voltage? Was this board already messed with? Ebay stuff is usually fucked up garbage.

PPBUS-G3H at 3.4V or PP3V42 at 3.42V? Make sure you are measuring the correct rail. Also as this board was messed with inspect everything for more evidence of tampering.

i check the board and found C7518 broken in half. replace and now i get a solid green light and no fan spin. Man, im getting excited than im so close. Any advise on what to check next?
*Note i plugged in the battery and it made the green light on the charger go dim again, but when i unplug it it shows bright
