12.4V at pin 1 of R7402 and R7403 and 0v when board stop

Light fluctuation with multimeter but too fast to read values

and no power from battery, it's possible problem with bad smc again ?

ALL_SYS_PWRGD resistance to GND 21.23K and voltage increase and decrease 0V and 3V loop

ALL_SYS_PWRGD_R 0V and resistance to ground OL

At this point I am out of ideas besides crap under the PCH or corroded trace or resistor somewhere.

reflow PCH maybe ? found broken line at J5100 area (restored with wire)

It's corrosion somewhere, no way I can point you to it over the internet. Inspect and maybe reflow.
