820-3115 Green Light turn on and then off??

I have a 820-3115 with a green charging light that turns on, then turns off, then turns on again?? Has anyone seen this before??

measure resistance between pins 27/28 and pins 17/18 on U7000, with no power applied. also check voltage at CHGR_DCIN, CHGR_ACIN
