Something pulls down PLT_RESET_L.
If is not PCH, there are many resistors distributing this signal on the board.
Not easy to find a culprit.
Try first removing U2680.

Guessing its the PCH not sending signal...
Tried pulling U2680, R2689/81/83/71/88/80 and U2810. PLT_RESET_L remained low in all cases.
