820-3115B fan spins but won't turn on

the device turns on and the backlight is not on. There was some corrosion in the q2620 area. I renewed the solders, but now the fan is spinning, there is no opening sound. I tried removing the ram and still no sound. It stays at 0.87 amps

Is the same power line.

Do you get voltage at L7510/20?

VCORE must drop from 1.1V to 0.7V aprox when the board boots.
If stuck on 1.1V, may be RAM problem, BIOS, or PCH/CPU.

Check all SPI Bus Series Termination resistors and their traces.
Do you have DDR3 test card?
