820-3208-A always orange no fan spin

this board came to me when turning on and immediately when reaching login window it shuts down.
I took the MLB for inspection under the mic and found corrosion on R1300 and R1310 which i replaced and bridge properly and thought that about it but no no, the machine now won't
start orange light on and no fan spin.
PPBUS_G3H on R5301 - stable 8.38
PPVIN_SW_TBTBST on C3890 - 2.58
PPVIN_S5_HS_COMPUTING_ISNS on C7621 8.38
PPVIN_S5_HS_OTHER_ISNS for some reason can't be found on the .brd
DCIN_S5_VSENSE - 16.48
PP3V42_G3H on R6995 - 3.40

Check all other S3 and S0 voltages. 5V_S3 is present so the power sequence is starting but one of the rails is missing.

Any bus with S3 and S0, 1v8 1v05 etc. All PP5V_S0 are tied together so only need to check 1 for every rail same for all others.

I wanted to test R7978 and R7913 when i attached the probe which is standard size i touched R1814 and got fan spin, I bridged the to and connected to the system, now it runs high but no screen and no post.
Update: I removed the bridges i done and now back to point 1 no fan and orange light.
R7978 - 3.32
R7913 / 3.40 pin 1 (pm_slp_s4_L ) pin 2 (P5vs3_EN) 3.37
