this board turn on, but fan keeps restarting; not video;any history=initially it does not turn on, it had a short in c7043, it was removed but I am left with the restart fan problem

Check U2750/60 signals.

ALL_SYS_PWRGD is pulsing, u2750 and u2760 signals is good PM_PCH_SYS_PWROK is pulsing.

Then you must have pulse at L7510 too.
Be sure R7402 is good.

Did you try SMC bypass?

Check all voltages from page 22.
Pay atention to series resistors and coils.
Do the same for pages 59 & 60.

Also test the board alone, without LIO flex connected.
