820-3209 does not work USB and TUNDERBOLT

I made the exchange L4620,D4610/11, L4600, D4600,R9401, U4600 and C4695 (short).Replaces the doors too. But it didn't have an effect, I imagine it is the PCH with bad solder ?

the I/O power port is working. Strange the two ports J4600 and J9400 do not work. I identified the C4695 in short, it seems that it suffered a big short in this region, I think it is not worth to continue.

Do you note any damage on USB ports pins?
Any history about USB device damaging the board?
Check diode mode to ground on all USB data lines.
