Is it safe in inject current into a GPU low volt line like that, or any advice as to sourcing out what causing the short? Machine powered with no video twice, booted normally once, then no power. No visible liquid damage...

Why do you post voltage (0.085V) when reffer to resistance?
Do you mean 0.085 in diode scale instead?
In such case, is not low value at all; injecting tension doesn't help then...
