ALL_SYS_PWRGD is 0.021v diode is 0.457 so not shorted
All resistors for Q7950 are fine
One thing I notice is that on U7710 pin 2 PP1V5S0 is 3.3v and pin 6 is 0.8v

I just saw on this board ALL_SYS_PWRGD is pulled up to 3V3_S0, not to PM_SLP_S3_L, like in other models.
So, are you missing 3V3_S0_FET?

Do you have 3V at pin1 of R7967??
If yes, ALL_SYS_PWRGD must be high, if you removed ALL the other components from pin 2 (apart of R7967); check if resistor is good.
U7950 can also pull it down; check there for corrosion.
I searched for it on schematics, it shows up when I search for 3V3_S0_FET but on boardview is PP3V3_S0 3.3v
R7967 pin 1 is 3.3v and 10k pin 2 is 0.021v
U7950 was clean under it but replaced it anyways
Removing ALL_SYS_PWRGD resistors one by one and checking each time same result keeping R7967 at all times, even with all but R7967 removed same thing.
I also replaced Q7950 and checked R2584 but all are OK
I reballed SMC again and same thing, could this be a bad SMC?
Just now tested removing U7950 same thing
J2550 is clean all around
Q7950 now removed for testing again if removing the resistors bring back ALL_SYS_PWRGD but no luck
