820-3437-B not turn on orange light.
Not turning on , no fan , green and orange light.
PPBUS_G3H = 8.5v=8.6
PPBUS_S5_HS_COMPUTING_ISNS = 8.5v=8.6
PPBUS_S5_HS_OTHER_ISNS = 8.5v=
PPDCIN_G3H_ISOL = 14.9v=16.49
PPDCIN_G3H = 14.9v=

PP3V42_G3H = 3.42v=3.42
PPVRTC_G3H = 3.32v=3.3

PP5V_S5 = 5v=5
PP3V3_S5 = 3.32v=3.3
PP3V3_S4 = 3.32v=0 ?????????????????

PP5V_S4RS3 = Dead / Pulsing=0
PP5V_S0 = Dead / Pulsing=0
PPVCC_S0_CPU = Dead / Pulsing=0
No fan spin at all.
Any help please.
Thanks.

Could you please specify which list you don't understand ? specially this value PP3V3_S4 = 3.32v=0 , i don't know from where i should check next? Thanks.

I think 2informaticos is right, what does "PP3V3_S4 = 3.32v=0" mean ? Do you actually get 3.32V or 0V on PP3V3_S4 rail, it's not clear.
I'm going to assume that your PP3V3_S4 is missing. Can you check S4_PWR_EN ?

Sorry for that stupid job. Here is the right one :
PPBUS_G3H = 8.5v
PPBUS_S5_HS_COMPUTING_ISNS = 8.5v
PPBUS_S5_HS_OTHER_ISNS = 8.5v
PPDCIN_G3H_ISOL = 16.49
PPDCIN_G3H = 14.9v

PP3V42_G3H = 3.42v
PPVRTC_G3H = 3.32v

PP5V_S5 = 5v
PP3V3_S5 = 3.32v
PP3V3_S4 = 0
Hi Fanfwe S4_PWR_EN =0.

Did you try known good LIO flex/board?
Also inspect J9500 pins.

Trigger SMC_ONOFF_L and check for drop pulse at PM_PWRBTN_L at same time.

This is known good i/o flex /board.
Clean j9500 pins.
Trigger SMC_ONOFF_L and check for drop pulse at PM_PWRBTN_L at same time is .36v

PM_SLP_Sx_L signals should pulse 3.3 v at same time and became 0v
PM_RSMRST_L also pulse 3.3 and became 0v. and fan is turn on.

"PM_RSMRST_L also pulse 3.3 and became 0v"
Can you clarify???

"fan is turn on"
Fan remains on, or just pulses?

If you get pulse at PM_SLP_S4_L, check for pulse at all S3 voltages.
Same, if PM_SLP_S3_L pulses, check all S0 voltages.

Can you catch pulse at pins 7 & 3 of U1950?
