Ten check for pulse on corresponding voltages, controlled by these signals.
Do you get pulse at pins 1, 7 & 3 of U1950?

I have got the same board same problems too. But I see that it has been cutted off here 
So I dont know where to look more. I have steady 3.0V on PM_RSMRST_L too no fan spin. And I have pulse on Smc Trigger too. Until the end of 1st page of this post, everything is same.
First I got pulse on 1, 7 & 3 of U1950 but then suddenly the fan started working. We took the magsafe cable out and put back again. Then I didnt get any pulse anymore from them and also PM_SLP_Sx_L lines
