820-3437 S0 state but no power

Clean board nothing visible at all, came in before but we could not replicate problem and gave it back to customer, now it came back and finally it is not starting up.

PPBUS_G3H is 8.56v
PP5V_S0 is 5.1v

But no power

Which was that problem reported by client?

Check all SPI Bus Series Termination resistors.
Try known good BIOS.

Looks like this board received some heat near or on the CPU, going back to customer now.
