pin 8 U2650 .070V to -.009V (cycles)

When you say check for shorts on ALL rails Do you mean sub rails as well?

Try U7950 and U2600 rather.

pn 13 - 3.4V
pn 5 .002V
pn1 - 3.3V
pn 3 - goes from .022 to .001V
pn 4 - goes in the .320's .340'sV
pn 12 - .402V
pn 9 - 0V
pn8 - .259
pn15 - 0V
pin 11 - 0v
pin 6 - 0
pn 14 - climbs .058V

No scope. So I have no idea what frequencies are.

DSW_PWRGD is not ok. If S5_PWRGD is present then it could be a SMC or CPU/PCH issue.
