Board had corrosion near R7150, that is all fixed and a broken trace on BMON_IOUT also fixed, U7100 was also shorted replaced that and now I get green then orange light on charger, but ppbus is 1.5v.
Resistance on ppbus is 143oms with red probe on ground.

All good all the way to #10
R7021/22 are good as well as traces

17 & 18: 144 and 281 ohms
27 & 28: 730 and 616 ohms
Resistance between pins 27 & 28 of U7100 was 720 oms so I replaced C7121 and C7122 and walla got fan spin.
This was going to be a question but I end up finding out the answer as I was typing it.
