820-3476 green light no turn on unstable PPBUS

820-3476 that originally had green light and 3.4v on PP3V42_G3H but 0v on PPBUS_G3H.

I determined L7130 to be faulty. After replacing L713 i get 12.55v on PPBUS_G3H but pulses down to 12.00v and still no boot.

With battery only PPBUS_G3 is stable at 11.84v but still no boot. Battery + Charger stable at 12.54v but no boot.

PP3V3_S5 and PP5V_S5 also pulsing

PP18V5_DCIN_FUSE stable at 16.6v

No smc bypass.

removing F7140 makes PPVBAT_G3H_CHGR_REG stable, so i guess there must be a short upriver.

I couldnt find any shorts around U7501
