Resistance to ground 80 ohm

What should be checked next?

u7400 pin 2 0v pin 17 3.2 pin 16 3.3v 1.8v pin 20 0.028v

You should change U7400, if gets 5V at pin 12.
Be sure R/C7425 are good.

changed u7400 but no change.

Changed C7425 and had fan spin for several seconds then board tuned off with no fan spin

Back to 5V on pin 12

Check all components, traces ans solders around U7400.
