820-3476: Not booting up but fan spins

Got the board that's not booting up. It looks like it was clean, but I can find any signs of corrosion. When plugged to power, the fan spins (normal fan RPM when the board is installed in the frame).

PM_PCH_SYS_PWROK is 3.4v
PPVCC_S0_CPU - 1.7

Reflashed EFI with clean file and also replaced EFI chip. Same outcome.
Installed EFI chip from another board to test and got the same outcome

When the fan is unplugged, the cpu gets warm but never gets hot.

Any suggestions?

USB activity, external video?
If nothing, not too much to do there; probably bad CPU.

No usb activity or external video either. Ok dead board. Thanks for the assist

Did one final pass and found R0812 blown. Replaced and board is alive again.
