I have a hard time to figure out the problem with this motherboard. If you guys can give me some hints,
i will really appreciate.

Water Damager near by U1900 Replaced
Pin 1 = 3.3V
Pin 13 = 3.4v
Pin 2 = 3.3v

Post the EXACT value there; 12.2V and 12.5V signify completely different things!

Do you get PPVCC_S0_CPU voltage?
Check for USB activity before looking to get video.
See if all voltages from page 60 appear.

Disconnect anything from the MLB, including LCD and RIO board.
Use USB OSX pendrive (or mouse at least) to check if has activity.

U1900 is close enough to SMC.
You could have crap under SMC, or corrosion around J/U6100.
I recommend you to try new BIOS with clean ME too.

PPBUS_G3H = 12.58V
PPVCC_S0_CPU = 1.7V
NO USB activity
SMC is pretty clean.

I think is the bios as well.
