The problem is on U7100 area.
Post its basic voltages; pins 1, 2, 3, 9, 12, 13, 14, 15, 17, 19, 20, 27.
Also check ohm resistance between 17/18 and 27/28.

3V3_SUS requires PM_SLP_SUS_L to be high.
To release it, PCH also requires some signals; did you check them?

If the 4 RTC signals present, then check PCH_DSWVRMEN, PM_DSW_PWRGD, PM_BATLOW_L.

Try heating PCH with quality flux.
May have luck to be an issue caused by accumularted crap underneath.
