820-4924 not turning on

the board has orange light on the charger and these rails are present:
PPBUS_G3H
PP5V_S5
PP3V3_S5
PP3V3_SUS
but there is no sign of S3 and S4 rails
I've already checked for a short to ground on them and there is no short nor a burned or damaged prob point.

Don't you get any pulse on PM_SLP_S4_L?
Always better to use o-scope to catch fast pulses.
Use R5115/16 pads and check if reacts.
Also see what happens with PM_PWRBTN_L.
Do you get PM_RSMRST_L with high level?

If you have a multimeter you might be able to catch this by setting it to its most sensitive DC Voltage mode, you will see it shoot up a little bit that way.
Another option is using a LED with a 500 to 1kohm resistor to the PP3V3_S4 rail (Or to PP5V_S4 with appropriate resistor so the LED doesn't burn out)
